內容摘要
|
關於國內產業用地發展之觀測，本研究利用產業園區發展動態指標，盤點各縣市產業用地關鍵發展課題，探究其發展現況與未來的因應策略方向；針對未來產業用地的活化與轉型，本研究提出產業用地治理機制調適之主軸政策方向，以及具體策略作法，其範疇涵蓋短、中、長期政策方向之佈局建議；在產業發展的布局規劃上，配合政府「五加二」產業創新研發計畫的推動，研析現有產業園區的創新發展定位與轉型方向。此外，對於產業發展政策之落實，建議透過產業政策整合發展平台之建立，整合產業用地發展之調查、規劃與治理，以有效促進產業發展目標之達成。
With regard to the investigation of industrial land development, we use the index system of dynamic industrial park development to explore the development status and key issues of industrial land in all cities and counties, and then provide the policy direction for the future development. For the activation and transformation of industrial land development, this study proposes direction of the adjustment of industrial land governance mechanism and the specific tactics, and the scope of the policy covers the direction of short, medium and long-term policies. In the layout planning of industrial development, we focus on the analysis of orientation and transformation of the existing industrial parks in the process of innovation development. Finally, for the implementation of industrial development policies, it is proposed to build the platform for industrial policy integration, and integrate the examining, programming, governing of industrial land development. It will be beneficial for effectively promoting the achievement of industrial development goals.
