內容摘要
|
因應我國能源轉型與工業鍋爐汰換政策之推動，未來天然氣需求預期將大幅成長，須掌握國內天然氣供需情勢，並評估天然氣基礎設施之充足性與天然氣供應之風險，進而擴大及穩定天然氣供應能力，以提升國家能源安全。
我國天然氣供應仰賴自國外進口，須深度瞭解國際及國內天然氣市場及產業概況，並盤點我國現行天然氣產業經營管理制度面臨課題，滾動式檢視國內天然氣相關政策與法規之合宜性，以提出相關政策與規範之精進作法與修正建議。
另針對國內天然氣價格議題部分，除檢視公用天然氣事業財務報表及相關營運資料，以評估現行氣價與裝置收費之合理性，並審視天然氣進口事業提報之價格計算方式，以協助審議會作業。
本研究計畫就天然氣政策面、法規面、產業面進行各類議題之研析，將研究成果提供能源局作為擬定相關政策之參考並提出政策建議。
In response to the promotion of energy transition and industrial-boiler replacement, domestic natural gas demand is expected to grow substantially in the future. It is important to grasp the domestic natural gas supply-demand situations, and evaluate the adequacy of natural gas infrastructure and the risk of natural gas supply. Therefore, the government can expand and stabilize natural gas supply capacity, and consequently enhance national energy security.
Since Taiwan's natural gas supply relies on imports from abroad, it is necessary to have a deep understanding of the international and domestic natural gas markets, review the issues of current operating management system, and assess the appropriateness of domestic natural gas-related policies and regulations on a rolling basis; consequently, relevant policies and amend regulations are proposed.
For the issue of domestic natural gas prices, our team review the financial statement and operational data of all natural gas utility enterprises to assess the reasonability of gas prices and installation costs of utilities. Also, we examine the pricing methods of natural gas import enterprises and assist the review panel operation.
This research project not only conducts research and analysis of various topics in natural gas policy, regulation, and industry, but also provides the research findings to Bureau of Energy as a reference for drafting relevant policies and providing policy recommendations.
