|
本計畫「113年度深化淨零公正轉型民間參與」，旨在促進社會各界對淨零公正轉型的理解與參與，協助國家發展委員會深化民間參與戰略，強化政策溝通與資訊普及機制，並以「不遺落任何人」為核心價值，提升轉型過程的公平性與包容性。計畫期間主要執行內容包括支援公正轉型委員會及影響力小組會議運作，協助推動公眾諮商與民間合作計畫，執行民間交流與對外成果溝通活動，蒐整輿情資訊，並辦理臨時交辦事項。
本計畫核心工作為協助國發會深化民間參與淨零公正轉型，計畫專案管理各類型民間團體推動公正轉型深化活動及推動淨零公正轉型公眾諮商委外服務案，並協助諮商議題研析、利害關係人分析掌握及配合機關參與各場次活動，共參與及記錄18場公眾諮商與12場民間合作活動。並將計畫管理之對外溝通成果綜整，辦理民間團體交流活動，與民間團體分享辦理經驗與議題分享交流，以及辦理對外溝通成果發表會，共2場次，另亦辦理製發淨零公正轉型2023年至2024年中英文成果集，內容包含前述活動辦理情形與相關重要文件。
透過定期輿情蒐整，提升社會溝通成效，計畫執行期間為使推動公正轉型能夠有效掌握議題最新發展，共蒐整1,656則輿情，並提供行政支援、諮詢與相關分析資料，提供即時的輿情處理。本計畫管理之成果作為未來持續推動淨零公正轉型政策與策略的重要基礎資訊。
本計畫於113年度協助機關推動民間參與淨零公正轉型的深化與落實工作，包括支援行政會務作業、計畫管理與資訊整合、追蹤執行進度與成果，並即時提供諮詢服務，協助各民間團隊推動淨零公正轉型五大課題，辨識利害關係人及收斂關鍵議題。另本團隊積極參與各類現場活動，編製參與紀錄，並提出具體後續建議。同時，持續進行淨零公正轉型相關輿情分析與整理，提供即時精確資訊，協助機關之決策推動。本年度期末執行重點成果包括：
一、完成113年6月至114年5月定期檢閱更新資料內容、活動行事曆及查核表。
二、協助辦理公正轉型委員會會議2場次，提交逐字稿2份。
三、協助辦理公正轉型委員會影響力小組會議2場次，提交逐字稿及會議紀錄各2份。
四、參與18場次公眾諮商活動，提交18份參與紀錄及後續建議。
五、參與24場次民間團體活動，提交24份參與紀錄及具體建議。
六、辦理1場次國內民間團體交流活動，提交成果文件。
七、綜整公眾諮商及民間團體成果，辦理1場次淨零公正轉型成果發表會。
八、完成2023年至2024年中英文成果集。
九、完成輿情蒐整與分析共1,656則。
十、派專人出席外部相關會議3場次，提交會議報告。
十一、處理淨零公正轉型相關臨時交辦文件22件。
The Project "Advancing Civil Society Engagement in a Just Transition toward Net Zero" (2024) aims to enhance societal understanding and participation in the Just Transition toward Net Zero. It supports the National Development Council (NDC) in deepening its civil society engagement strategy, strengthening policy communication, and improving public access to information. Guided by the core value of "leaving no one behind", the project strives to promote fairness and inclusivity throughout the transition process. During the project period, key execution contents included supporting the operations of the Just Transition Committee and its working groups, assisting in promoting public consultations and civil society collaboration programs, organizing civil society exchange and public-facing communication events, gathering public sentiment data, and handling ad-hoc assignments.
The core work of this project was to assist the NDC in deepening civil society engagement in the Just Transition toward Net Zero. The project provided project management for various NGOs promoting in-depth Just Transition activities and for the outsourced services related to public consultations on Just Transition. This also encompassed assisting with consultation topic analysis, identifying and understanding stakeholders, and collaborating with the agency to participate in various events. In total, the project participated and documented in 18 public consultations and 12 civil society collaboration events. Furthermore, the project consolidated the outcomes of its managed public communication efforts. This involved organizing a NGOs exchange event to facilitate shared experiences and discussions with NGOs, and successfully holding a public-facing results presentation, totaling two such communication events. The project also completed the publication of a bilingual compilation of Just Transition achievements for 2023 to 2024, which includes details of the aforementioned activities and other relevant important documents.
To enhance the effectiveness of social communication through regular collection of public sentiment data, the project aimed to effectively grasp the latest developments in Just Transition during its execution period. A total of 1,656 pieces of public sentiment data were collected, and administrative support, consultation, and relevant analysis materials were provided to facilitate timely public sentiment handling. The outcomes managed by this project serve as important foundational information for the continuous advancement of Just Transition policies and strategies in the future.
In 2024, this project supported government agencies in advancing and implementing civil society engagement in the Just Transition toward Net Zero. The scope of work included providing administrative and meeting support, project management and information integration, tracking execution progress and outcomes, and offering timely consultation services. The project also assisted various civil society groups in promoting the five key issues of the Just Transition toward Net Zero, identifying stakeholders, and consolidating critical topics. In addition, the project team actively participated in various on-site activities, prepared participation records, and proposed concrete follow-up recommendations. Continuous analysis and organization of public sentiment related to the Just Transition toward Net Zero were also carried out, providing timely and accurate information to support government decision-making.
The key results achieved by the end of this project year include:
1.Completed the regular review and update of content, activity calendars, and checklists from June 2024 to May 2025.
2.Assisted in holding two Just Transition Committee meetings and submitted two verbatim transcripts.
3.Assisted in holding two Just Transition Committee Impact Group meetings and submitted two verbatim transcripts and two meeting minutes.
4.Participated in 18 public consultation events and submitted 18 participation records with follow-up recommendations.
5.Participated in 24 civil society events and submitted 24 participation records with concrete recommendations.
6.Organized one domestic civil society exchange event and submitted outcome documentation.
7.Consolidated the results of public consultations and civil society activities and organized one Just Transition achievement presentation.
8.Completed a bilingual compilation of achievements for 2023–2024.
9.Collected and analyzed a total of 1,656 pieces of public sentiment data.
10.Assigned representatives to attend three external related meetings and submitted meeting reports.
11.Processed 22 ad-hoc assignments related to the Just Transition toward Net Zero.
