內容摘要
|
為達成我國 2050 年淨零排放目標，政府刻正推動能源轉型，並以發展潔淨能源作為電力供應規劃原則，由於天然氣具低碳特性且其用於發電技術已成熟，短中期是替代高碳的煤炭或石油之最佳選擇。為確保電力供應穩定，並兼顧降低空污及減少碳排，能源署已規劃「展綠、增氣、減煤、非核」等4大政策作法，並以2030年燃氣發電占比49%、2035年燃氣發電占比54%、2050年火力發電搭配CCUS之占比為20~27%為目標。作為兼具穩定供應及減碳效益之能源轉型過度橋梁，未來天然氣需求預期將大幅增加，天然氣供應系統之韌性已成為當前重要課題。
因應2050年淨零排放目標之天然氣政策參考，本計畫透過深入研究國內天然氣長期供需趨勢、研析接收站及相關輸儲設備之充足性、評估我國天然氣整體性供應風險、預估未來儲槽容積及安全存量天數、研議天然氣供應管制措施及安全演練之具體方式、研析我國天然氣事業轉型策略，以及蒐整國際天然氣市場資訊等方式，俾協助主管機關確保天然氣供應之穩定性與安全性。
另針對《天然氣事業法》及其子法，本計畫研提具體修正草案、協助完成法制作業程序，以及滾動檢討天然氣法規相關審查作業程序，並適時提供法律諮詢服務。就天然氣價格合理化議題部分，本計畫研提公用天然氣事業訂價方式之精進管理作法、評估公用天然氣事業之合理氣價水準、提出得重新核算氣價與得調降裝置計費項目金額之事業名單，以及評估天然氣進口事業每月調價建議方案，並協助辦理天然氣進口事業實際氣源成本檢核作業與天然氣費率審議作業。
本計畫於執行期間，除對前述能源署關注之國內外天然氣產業相關課題進行研究分析，並依我國天然氣產業狀況與政府政策執行情形，滾動檢討以研提適宜我國天然氣產業經營管理制度之精進作法，以供能源署政策規劃之參考。
To achieve Taiwan’s 2050 Net-Zero Emissions target, the government is actively advancing the energy transition, with the development of clean energy serving as a core principle of electricity supply planning. Given its relatively low carbon intensity and the maturity of gas-fired power generation technologies, natural gas represents the optimal option in the short to medium term for replacing high-carbon fuels such as coal and oil. In order to ensure a stable electricity supply while simultaneously reducing air pollution and carbon emissions, the Energy Administration has formulated four major policy directions—namely “expanding renewables, increasing gas, reducing coal, and maintaining a nuclear-free policy.” Correspondingly, the government has set targets for gas-fired power generation to account for 49% of total electricity generation by 2030, 54% by 2035, and for thermal power generation combined with CCUS to account for 20–27% by 2050.
As a transitional energy source that provides both supply stability and decarbonization benefits, natural gas demand is expected to increase substantially in the coming years. Accordingly, the resilience of the natural gas supply system has emerged as a critical issue. In response to natural gas policy needs under the 2050 Net-Zero Emissions pathway, this project will undertake comprehensive analyses of long-term domestic natural gas supply and demand trends; assess the adequacy of LNG receiving terminals and related storage and transportation infrastructure; evaluate overall national natural gas supply risks; estimate future storage capacity requirements and required safety stock days; propose specific measures for natural gas supply control and emergency response drills; examine transformation strategies for Taiwan’s natural gas enterprises; and compile international natural gas market information. Through these efforts, the project aims to assist the competent authority in ensuring the stability and security of natural gas supply.
In addition, with respect to the Natural Gas Business Act and its subordinate regulations, this project will propose concrete amendment drafts, assist in completing the legislative and regulatory procedures, and conduct rolling reviews of regulatory review processes related to natural gas laws and regulations, while providing timely legal advisory services as needed. Regarding natural gas price rationalization, the project will propose refined management mechanisms for the pricing methodologies of public natural gas utilities; assess reasonable natural gas price levels for public natural gas enterprises; identify enterprises eligible for gas price recalculation and reductions in installation-related charges; evaluate monthly price adjustment proposals submitted by natural gas importers; and assist in the verification of actual gas procurement costs and the review of natural gas tariff adjustments.
During the project implementation period, in addition to conducting research and analysis on domestic and international natural gas industry issues of concern to the Energy Administration, the project will, in line with the current conditions of Taiwan’s natural gas industry and the progress of government policy implementation, undertake rolling reviews and propose refined management and regulatory mechanisms for the operation of Taiwan’s natural gas industry, thereby providing reference materials to support policy planning by the Energy Administration.
