內容摘要
|
面對全球地緣政治局勢變動、區域衝突及灰色地帶脅迫等安全挑戰，「凱達格蘭論壇：2026印太安全對話」旨在建構連結歐美與亞洲各國之戰略對話平台，透過邀集國內外政要、學者及智庫代表進行政策對話與經驗交流，深化台灣與國際社會之安全互信及合作網絡。本屆論壇規劃專題演講及三場主題座談，分別聚焦「民主韌性的全球實踐與台灣經驗」、「因應灰帶侵擾並建置印太區域聯防新局」及「加值外交與重塑全球非紅供應鏈」等議題，從民主制度韌性、區域安全合作及經貿供應鏈等面向探討印太安全情勢與合作方向。 藉由跨國政策交流及多元觀點對話，論壇進一步分享台灣經驗、深化與民主夥伴之連結，並凸顯台灣在印太區域安全及國際合作中的參與角色。
Against the backdrop of growing geopolitical tensions, regional conflicts, and gray-zone coercion, the Ketagalan Forum aimed to serve as a strategic platform connecting Taiwan with partners from Europe, North America, and Asia. By bringing together government officials, scholars, think tank experts, and policy practitioners from Taiwan and abroad, the Forum promoted policy dialogue, exchange of experiences, and international cooperation in addressing emerging security challenges in the Indo-Pacific.
The Forum featured keynote speeches and three panel discussions focusing on global practices of democratic resilience and Taiwan’s experience, responses to gray-zone coercion and regional security cooperation in the Indo-Pacific, and value-added diplomacy and the restructuring of non-red supply chains. Through exchanges among international participants, the Forum provided an opportunity to share Taiwan’s experience in strengthening democratic resilience, explore approaches to regional security cooperation and supply chain resilience, and deepen Taiwan’s engagement and dialogue with international partners.
